How do police decide when to use unmarked cars to pursue a known criminal?

The situation: A guy escaped from a prison work detail, stole the prison van and took a citizen hostage. Now he’s trying to get away via the freeway in the hostage’s car. He’s holding a knife to the driver’s throat and telling the driver where to go.
Would police use unmarked vehicles as well as cruisers to pursue this suspect?
